[ARCHIVED] 23rd Street Viaduct Draft Environmental Assessment

The 23rd Street Viaduct Project was initiated in 2000. In 2008, voter’s approved a $2.9 million bond to pay for Fremont’s share of the then $11 million viaduct. Three years ago, when learning that the cost of the project had soared from $11 million to almost $30 million, City Council had the choice to move forward with the Environmental Assessment (EA) or to end the project altogether. The Council chose to move forward in an effort to have a completed EA and full understanding of the impact the project would have on the area.

The Fremont City Council will take action on the 23rd Street Viaduct Draft Environmental Assessment (EA) at their meeting on Tuesday, October 8, 2019 at 7:00 p.m.

A vote in favor of the item would move the Draft Environmental Assessment to the State and Federal level for final review and approval. The 23rd Street Viaduct project would then come back to the City Council to determine if the City should move ahead with the design phase of the project.

A vote against the item would end the 23rd Street Viaduct project.

The full version of the 23rd Street Viaduct Draft Environmental Assessment can be found here. The assessment gives an overview of the project and describes how roads will be realigned, railroad tracks moved, railroad crossings closed, houses moved, and the overall footprint of the viaduct.

The public is encouraged to attend the City Council meeting on Tuesday, October 8, 2019 at 7:00 p.m. in the Council Chambers at 400 East Military Avenue, when the Council considers this matter.
